DO
STATE EDUCATION AGENCIES HAVE THE TOOLS NECESSARY TO IMPLEMENT NO
CHILD LEFT BEHIND?
The Center on Education Policy (CEP)
has released a new report on the capacity of state educational agencies
to carry out the No Child Left Behind Act. The report, "Educational
Architects: Do State Education Agencies Have the Tools Necessary
to Implement NCLB?" is the second report in a series of CEP
publications on the implementation of the No Child Left Behind Act
that will be issued this year. An analysis of survey data from all
50 states and interview data of 15 high-ranking state education
officials from 11 states revealed four major capacity challenges:
(1) limitations in staffing and infrastructure; (2) inadequate federal
and state funding; (3) a lack of sufficient guidance and technical
support from the U.S. Department of Education; and (4) barriers
in NCLB and within state education agencies.

ARMED FORCES RECRUITER ACCESS TO SECONDARY SCHOOL STUDENTS
Did you know that NCLB Title IX, Section 9528 requires school districts
that receive NCLB assistance to share student information such as
names
and addresses of students to military recruiters? Another provision
in
Section 9528 allows parents and students to protect this information
by
requesting that it not be released.

IMPROVE STUDENT PERFORMANCE
Teacher-to-Teacher Initiative
The U.S. Department of Education’s Teacher-to-Teacher initiative
is continuing to support teachers throughout the country by offering
free online professional development opportunities. Thousands of teachers
have now viewed the Department’s free online professional development
sessions, which focus on improving teachers' content knowledge and
teaching skills in reading, math and science.

TO TEACHERS:

The Civil Rights Project at Harvard University (CRP) has released
the
findings of a survey that collected urban teachers' opinions regarding
the
No Child Left Behind Act of 2001 (NCLB). The survey asked teachers
to evaluate both the theories at the heart of the NCLB and the impact
of the law in the classroom.

The
No Child Left Behind (NCLB) Act established new educational requirements
for paraprofessionals. All paraprofessionals who work in a program
that receives Title I funds and who provide instructional support
(including support for special-needs students in schoolwide projects)
must meet the new requirements.

SCHOOLS
NEED MORE FLEXIBILITY AND FUNDING BIPARTISAN POLL SHOWS
A new bipartisan poll commissioned by the National Education Association
(NEA) reveals that the more voters learn about the real world impact
of the two-year-old federal education law, the "No Child Left
Behind" Act, the more they believe changes must be made. A comprehensive
survey of voter attitudes on the federal government's role in education
was conducted earlier this month in partnership with a Republican
polling firm and a Democratic polling firm. It found that clear majorities
of voters see the need to significantly increase federal investment

35th Phi Delta Kappan/Gallup Poll reveals that the public lacks information
about No Child Left Behind and that they question the implementation
strategies of this legislation. While the public views improving student
achievement and closing the achievement gap as top priorities, the
majority of Americans believe that decisions impacting schools and
