NCLB Action Brief: Parent Involvement

While parents are mentioned over 300 times in various part of the No Child Left Behind act, this Action Brief will concentrate on Section 1118, Title I of the Act. It is the only section in the Act devoted solely to parental involvement, and if implemented effectively, provides the core elements that incorporate many of the other parental involvement provisions of NCLB. As you become familiar with NCLB through the various other PEN/NCPIE Action Briefs, you will find parental involvement roles defined throughout. These are important for you to know as well, but Section 1118 provisions are the core around which all of the other parental involvement provisions revolved. This resource includes templates for Parent Involvement policies and checklists for schools and districts to ensure compliance.

Ruth Clark Elementary School-Mid Year Report, 2010-2011

The Ruth Clark SuperHero program is designed to encourage students to read and to encourage parents to take an active part in their child’s reading practice. At the beginning of the year students were given a STAR reading test to determine the reading level and zone of proximal development (ZPD). This data then determined the number of Accelerated Reading points each child should earn during the school year.

Parent involvement Policy Template

This template is designed to help schools in Kansas become compliant with their Parent Involvement Plans, required of schools that received Title I funds and found in education law under Title 1, Section 1118. In January of 2008, the Kansas State Board of Education, (KSBE), endorsed the six National Standards for Family-School Partnerships (NSFSP) to promote parent involvement in all KS districts and schools. Schools will be able to incorporate these standards into their parent involvement policy to promote parent involvement using this template. These standards include: (1) Welcoming all families into the school community, (2) Communicating effectively, (3) Supporting student success, (4) Speaking up for every child, (5) Sharing power, (6) Collaborating with community.

Working With Parents: Strengthening Families

The Working with Parents videos are the result of work from Lynn McDonald who piloted the Families and Schools Together (FAST) program at Beacon Primary School, located in a challenging Liverpool community in the UK. The school recruited 14 families to take part in the American-style community-building program. Over seven weeks, the families took part in activities, such as singing and cooking together, and discovered what a sense of community feels like. These videos show how links between communities and schools can affect children’s welfare and education. Some of the topics include: supporting parents across communities; strengthening the family; the strengthening families, strengthening communities approach; and social isolation and parenting.

Collaborating with Families

The IRIS Center and the PACER Center have created an interactive, online module to support educators in diversifying and improving family participation in school. In the module, a principal and staff demonstrate how they gain information about of their students' families because this helps them best engage all members of a family in education. Many schools enjoy a high level of parental involvement from some families, but schools should be ever-interested in increasing involvement, especially among families of students with disabilities.
